Both consequences include some form of attention. Emily's parents are divorced and she has two older brothers. Emily may not be getting what she feels is enough attention at home. She seems to bite other children in order to receive attention.
Throughout the day give Emily one on one attention from one of the teachers.

I expect Emily to not bite anymore and be shown the attention she feels she needs.

Emily may continue to act out because she is not receiving the attention she wants at home.
